To wrap it up, Borderlands Save Editor is a rather neat tool despite its shady main use, which is to cheat your way through the game. With level not selected, Quality stat is used to determine level, with Quality5Level48. This includes, but isnt limited to, weapons/items, quests, level, experience, echo logs, location, and backpack/bank space.

So I have began to load some items in my character inventory, but the levels are high, (like 48), I am a Level 34, so I read that that "quality" is related to the level of the item.
